Reactor Heat Exchanger

The reactor heat exchanger takes in heat and dumps in heat to the reactor core. It puts 72 heat per tick in the reactor, allowing it to overheat if used with quad cells or configured as improper for the usage of this. This heat exchanger mostly is for breeder reactors as it can take heat from heating cells, and send it into the reactor to speed up breeding speed.
