The Planter is added by the MineFactory Reloaded mod. Like most MFR Machines, it runs on either BuildCraft or Industrial Craft 2 power.
The Planter is positioned directly below a 3x3 block area. The blocks above can be either dirt (to farm most plants), or soul sand (to farm nether warts).
Proper location of Planter
It has nine (9) inventory slots to hold seeds, saplings, sugar cane, or cactus.
The planter will only place sugar cane and cactus in places that a player would be able to place them. It does not require the dirt blocks to be tilled and does not require water nearby to plant seeds. The seeds require water to grow, so it is a good idea to have at least one block within four blocks of the planter area.
