The Energy Cell Frame is a Thermal Expansion component used to craft Redstone Energy Cells. The Energy Cell Frame has to be filled using the Liquid Transposer with 1,000 milliBuckets (mB) of Molten Redstone, changing from "Energy Cell Frame (Empty)" to "Energy Cell Frame (Full)". It takes 40 redstone in a Magma Crucible to produce enough Molten Redstone to fill one Energy Cell Frame (Empty).
